The following implementation strategy has been agreed by the Council:
For properties where individuals are living as one family, usually 5 or less e.g. in a normal house sharing amenities, then property to be given similar refuse and recycling facilities as other houses i.e. 1 x wheeled bins for refuse, 1 x for green waste/cardboard and kitchen waste and two boxes for dry recyclables, all collections being fortnightly. However if it can be demonstrated that the residents are generating more waste or recyclable material, then additional refuse and or recycling storage facilities will be provided as agreed with the Councils waste management officer
For HMO's of 3 of more storeys (usually 6 or more residents living separately), then these will remain on weekly collections of refuse which will be contained in wheeled bins. The Council will be responsible for providing the wheeled bins. If at any time in the future, it is deemed possible to provide recycling facilities to these properties free of charge, then the council will do so.
Where waste is currently collected from a central location, away from the property, this will continue to be a weekly refuse service. Where practicable, all communal collection areas will be provided with wheeled bins for both refuse and recycling. The provision and collection of the wheeled bins will be free of charge.
